Speaking to Game Informer, Shepherd explained that the goal was to make weather feel "localized and persistent," giving the game's fictional Florida-inspired state of Leonida a sense of atmospheric scale the studio has never achieved before.

  • Persistent wet surfaces and puddles remain after rain, so the world doesn't instantly snap back to dry
  • A new wind system has also been introduced, though full details on its scope are still emerging

Shepherd's stated aim was for the weather to feel "dynamically solid and achieve a sense of scale" Rockstar has never delivered before — a bold claim from a studio known for pushing open-world boundaries.
